Half the time it's not an homage, it's just lazy animators. Like the Naruto vs Neji fight in the Naruto anime. When Neji is smacking Naruto around, it was copied directly from one of Spike's fights in Cowboy Bebop.

Cowboy Bebop is Lupin III IN SPAAAAAAAAAAAAAAACE, plus lots and lots of John Woo Hong Kong Kung Fu movie references. Watch John Woo's "The Killer," especially the climactic gun battle in the cathedral, then watch CB's episode 5, "Ballad of Fallen Angels," paying particular attention to the climactic gun battle in the cathedral.

Serious film students call this kind of thing a "homage," I think.
